Is ExpressToll Colorado a scam? ›

As we previously reported, this is not the first time the FBI first warned of a scam targeting toll road users back in April. A new wave of scam texts has been reported and looks like the image below. ExpressToll and E-470 never collect any payment or personal information through text messages.

If the account remains unpaid for 90 days, the account becomes delinquent and all overdue toll transactions will be sent to a collections law firm for up to four months in an attempt to find the customer and collect payment. The unpaid tolls, the $5 late fee and a one-time $20 collection fee are due at this time.

Remember, tolling agencies typically don't contact drivers via text messages for overdue payments. If you're not expecting a charge, any payment requests are probably suspicious. Contact the Oregon Department of Transportation directly.

Colorado State Highway System

The toll road is neither a state highway nor an Interstate Highway and is instead owned and maintained by the E-470 Public Highway Authority, which is controlled by a governing board of eight elected officials of eight local governments.

You have 30 days from the date that the E-470 Public Highway Authority or Colorado High Performance Transportation Enterprise (HTPE) issues an order, or 30 days from the date of your hearing with the E-470 Public Highway Authority or HTPE, to give your toll ticket appeal paperwork to the county court.

By getting a transponder or ExpressToll pass, drivers can save an average of 40% on tolls. If you choose not to use a pass, you will be billed through a License Plate Toll. A bill will be sent to the registered owner of the vehicle, and you will pay a higher rate based on how far you travel in the Express Lane.

E-470 did not use any local, state or federal funding during the original construction and no taxes are used to improve or operate the highway. The current bonds used for maintenance, operations and expansion are still being paid back by tolls collected from the toll road users.

E-470 has tolls because it relies on the profit for maintenance. It doesn't receive state or federal funding, so the tolls go towards paying debt service, operations and roadway improvement projects.
